Low interest or Diocesan censorship?|

Personally, I believe if all dioceses would allow one Latin Mass to be added to their Mass schedule, we would see exponential growth at a very rapid clip. But this isn't happening because left of center dioceses are making it tough for priests to say a Latin Mass by making them take rigorous Latin tests that are all but impossible to pass. It's ok though, the train has left the station. Latin Mass will be victorious in due course. You can't stop a good thing.
